On June 27, 2023, in accordance with the work deployment of the Climate Change Department of the Ministry of Ecology and Environment regarding the special research on incorporating the building materials industry into the national carbon emission trading market, the China Building Materials Federation organized the first working conference on the special research for the building materials industry's inclusion in the national carbon emission trading market. The conference was held in a combination of on-site and online formats, with Liu Jianhua, Vice President of the China Building Materials Federation, and Liu Yan, Vice President and Chairman of SINOMA International Engineering Co., Ltd., attending the meeting. Members of research teams including the Information Center of the Ministry of Ecology and Environment, the Environmental Development Center of the Ministry of Ecology and Environment, the Guojian Lianxi Certification Center, the China Quality Certification Center, the China Environmental United Certification Center, Tsinghua University, China National Building Material Co., Ltd., the Department of Ecology and Environment of Hubei Province, the Department of Ecology and Environment of Inner Mongolia Autonomous Region, the Department of Ecology and Environment of Xinjiang Uygur Autonomous Region, the Department of Ecology and Environment of Hebei Province, and the Department of Ecology and Environment of Anhui Province, as well as representatives from the China Cement Association and some cement enterprises attended the meeting. The conference was chaired by Shi Hongwei, Deputy Secretary-General of CBMF.

The conference conveyed the relevant requirements of the Climate Change Department of the Ministry of Ecology and Environment regarding the special research on incorporating the building materials industry into the national carbon market. As the leading unit for this work, CBMF introduced the main research contents, task division, and time schedule of seven topics, including the development and carbon emission analysis of the cement industry, carbon emission data foundation and management level evaluation, research on domestic and international carbon market experiences, research on carbon emission quota allocation for the cement industry, research on carbon emission accounting report methods, research on key points of carbon emission verification technology, and the roadmap for expanding the industry coverage. Work requirements were also proposed. The responsible persons of each topic unit respectively presented the main research ideas and key points regarding the allocation scheme of carbon emission quotas for the cement industry, accounting reports, verification technology key points, domestic and international carbon market situations, evaluation and structured data entry of historical data, and key parameters and emission boundaries. Representatives from participating units of each topic engaged in extensive exchanges and discussions on the aforementioned content, providing additional opinions and suggestions. The implementation of the aforementioned work has laid the foundation for accelerating the special research on incorporating the building materials industry into the national carbon market.
Next, CBMF will strengthen coordination, control progress, take the lead in organizing, coordinating, and promoting the work of each topic based on the consensus reached at this working conference. It will also widely solicit opinions from all parties and complete each special research task and the overall report on time.
